In the 1990s, a Florida criminal defendant stole $51 million from Medicare when he charged $8.45 for a "female-urinary-collection-device" (commonly known as an "adult diaper") that should have sold for $0.35. Another government witness described how she acquired $7 million by charging $6 for a gauze surgical dressing that cost only one penny each.
